The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to substitute in the short term.

Failed Diplomacy

The 28-point plan from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
